THE NHMA BOARD OF DIRECTORS WILL BE MEETING ON OCTOBER 11, 2017 AT ITS OFFICES LOCATED AT 217 PALOMAS, NE IN ALBUQUERQUE NEW MEXICO.  OUR OFFICE IS LOCATED JUST WEST OF THE STATE FAIR GROUNDS.   THE MEETING STARTS AT 9:00 AM.   FOR DIRECTIONS CALL 505.266.7056.  AMONG TOPICS TO BE DISCUSSED ARE. USING ELECTRONIC MEANS IN ADDITION TO PAPER BALLOTS AND FAX IN VOTES TO FURTHER EXPAND PARTICIPATION OF MEMBERS IN THE VOTING FOR TRACK COMMITTEES.  THE TECHNOLOGY IS THERE.  THE QUESTION IS HOW THE PROCESS CAN BE MADE SAFE FROM VOTING IRREGULARITIES. 

ANOTHER TOPIC OF DISCUSSION WILL BE  PURSE SHARING BETWEEN RACETRACKS.   THIS PROPOSAL  WOULD ALLOW THE SMALLER REVENUE TRACKS TO BENEFIT FROM HIGHER PURSES WHICH WOULD COME FROM CONTRIBUTIONS FROM THE TRACKS WHERE MONEY FOR PURSES  IS MORE PLENTIFUL.    I HAVE HEAR RUMOR AND INNUENDO THAT THIS PROPOSAL IS FACT.   IT IS NOT A DONE DEAL AND MUST BE FULLY VETTED.

THE BOARD OF THE NMHA WILL ALSO BE DISCUSSING ACCOUNT DEPOSIT WAGERING FOR NEW MEXICO RACETRACKS.  THIS PROCESS, WHERE A BETTOR WOULD BE PERMITTED BY LAW TO  REMOTELY BET FUNDS FROM HIS OWN ACCOUNT THROUGH A NM RACETRACK.   NUMBERS ARE THAT THIS ANTICIPATED INCREASE IN BETTING ACTIVITY WOULD LEAD TO MORE BETTING ON OUR RACING PRODUCT, LEADING TO HIGHER PURSES.

THE FEASIBILITY OF THE HORSEMEN TAKING OVER HORSEMEN BOOKKEEPING FUNCTION IS BEING DISCUSSED AT THE NMRC RULES COMMITTEE LEVEL AND BY THE NMHA.   THE NHMA HAS BEEN DIRECTED BY THE NMRC TO EXPLORE THE EXPENSES AND LOGISTICS INVOLVED IN TAKING OVER THE FUNCTION FROM THE TRACKS.  WE ARE GATHERING THE NECESSARY INFORMATION TO PRESENT TO THE NMRC.   

THE HORSEMEN SPONSORED ECONOMIC IMPACT STUDY OF NEW MEXICO RACING, IS NEARING COMPLETION.  THANKS TO ALL WHO PARTICIPATED.  THE RESULTS OF THE STUDY ARE DUE LATER THIS MONTH.  THE STUDY IS IMPORTANT TO DEMONSTRATE TO OUR STATE'S GOVERNMENT LEADERS THE VALUE OF OUR  INDUSTRY'S FINANCIAL WORTH TO THE STATE.   

DRUG TEST POSITIVES ARE ON THE INCREASE AT ZIA PARK.   YOU WOULD THINK THAT WITH SO MUCH ADDITIONAL ENFORCEMENT, INCLUDING HAIR TESTING AS WELL AS  BAD PUBLICITY THAT FOLKS WOULD JUST RUN THEIR HORSES FREE FROM PROHIBITED SUBSTANCES.  SAD TO SEE THE CONTINUATION OF POSITIVES ON CLENBUTEROL, ZILPATEROL.  AT SOME POINT THE FEDS MAY HAVE TO COME INTO THE PICTURE AND USE FEDERAL LAW (WIRE FRAUD STATUTES ETC. )  TO RID OUR INDUSTRY OF THE FEW THAT CONTINUE TO CAUSE A MAJORITY OF THE PROBLEMS.  FEDERAL ENFORCEMENT WOULD MEAN THAT SOME FOLKS COULD GO TO JAIL.
