NOTES FOR HORSEMEN:

OVER THIS PAST WEEKEND, (MARCH 4) THE NMHA BROUGHT IN STEVE WOODS, A TRACK CONSULTANT OF LONG STANDING (SANTA ANITA, DEL MAR ETC.) TO DO A REVIEW OF THE RACETRACK AT SUNLAND PARK. THE NMHA BOARD AT ITS RECENT FEBRUARY, 2018 MEETING,  DECIDED TO COMMISSION A TRACK REVIEW OF EACH TRACK BEFORE OR DURING THE RACE-MEET.  THE GOAL IS TO IMPROVE UPON TRACK CONDITION AS NECESSARY,  TO PROMOTE SAFETY FOR OUR HORSES,  AND  FOR THOSE WHO RIDE IN THE AM OR DURING THE RACES.  SAFETY  IS PARAMOUNT IN OUR SPORT.  MR. WOODS CAME UP WITH SOME AREAS OF CONCERN THAT WERE PRESENTED TO SUNLAND PARK TRACK MANAGEMENT ON THIS PAST MONDAY.   AFTER DISCUSSION WITH MANAGEMENT IT WAS AGREED  TO IMPLEMENT SEVERAL OF THE RECOMMENDATIONS THAT WERE BROUGHT UP.   AS ALWAYS, THE HORSEMEN'S  GOAL IS TO IMPROVE AND ENHANCE CONDITIONS WHERE WE RACE.


ON MONDAY, MARCH 19, 2018 THERE WILL BE  A MEETING OF THE SUNLAND PARK TRACK SAFETY COMMITTEE.   MORE FORMAL NOTICE WILL BE PUBLISHED IN UPCOMING OVERNIGHTS AS TO WHEN, AND WHERE THE MEETING WILL BE HELD. ALL HORSEMEN ARE ENCOURAGED TO ATTEND THIS MEETING.


THE "ABSOLUTE INSURER RULE" WHICH PROVIDES THAT A TRAINER IS ABSOLUTELY RESPONSIBLE FOR ALL THAT HAPPENS TO A HORSE IN HIS/HER CARE WAS CHALLEGED IN KENTUCKY BY TRAINER GRAHAM MOTION.   A KENTUCKY JUDGE RULED THAT THE ABSOLUTE INSURER  RULE- A VERSION OF WHICH IS FOUND IN NEW MEXICO RACING RULES- WAS UNCONSTITIONAL BASED UPON THE LACK OF SCIENTIFIC EVIDENCE TO SUPPORT THAT CERTAIN PERMISSABLE DRUGS AFFECTED THE HORSE'S PERFORMANCE AT OR MINUTELY ABOVE THE PERMISSABLE  LEVEL.   A NUMBER OF YEARS AGO, THE NEW MEXICO SUPREME COURT HELD THAT THE ABSOLUTE INSURER RULE WAS CONSTITUTIONAL ON ITS FACE.   IT WILL BE INTERESTING TO SEE WHERE THE RACING INDUSTRY GOES FROM HERE.


RACE DATES FOR 2018-19 WILL SOON BE DISCUSSED BY HORSEMEN, TRACK MGMT., AND THE NMRC.  THE NMHA WILL BE READY FOR THE DISCUSSION.


VOTING BY INTERNET, IN PERSON AT THE TRACK'S HORSEMEN'S OFFICE,  OR BY FAX,  WILL TAKE PLACE DURING THE ELECTION OF OWNERS TO SERVE ON THE SUNRAY PARK HORSEMEN'S COMMITTEE.   A GENERAL MEETING FOR NOMINATIONS WILL BE HELD NO LATER THAN THE THIRD FRIDAY AFTER THE MEET STARTS AT FARMNGTON TO NOMINATE TRAINERS WHO WISH TO SERVE ON THE COMMITTEE.  VOTING WILL FOLLOW THE SATURDAY AFTER NOMINATIONS TAKE PLACE AND WILL CONTINUE UNTIL THE SUNDAY A WEEK LATER. EFFORTS ARE IN PROGRESS TO MAKE INTERNET VOTING MORE USER FRIENDLY. MORE ON THIS LATER.


HORSEMEN, WE NEED YOUR HELP.  PLEASE KEEP TRACK OF ANY INJURIES THAT YOUR HORSES COME ACROSS THAT YOU FEEL ARE RELATED TO THE RACING SURFACE.  A GOOD JOB IS DONE IN RECORDING RACE RELATED INJURIES BUT WE NEED THE NUMBERS OF INJURIES THAT YOU FEEL OCCUR DURING TRAINING IN THE MORNINGS.   WE WILL GET UP AN ANONYMOUS FORM ON WHICH TO RECORD THIS INFORMATION.   THE FORM WILL HAVE 6 TYPES OF INJURIES TO  RECORD:  SOFT TISSUE-TENDONS, LIGAMENTS,  KNEES INJURIES,  ANKLES INCLUDING CHIPS, CANNON BONES AND SESAMOID AND CONDYLAR FRACTURES. 

A NEW CHAPEL IS BEING BUILT AT RUIDOSO DOWNS NEAR THE 550 YARD CHUTE.  THE CHAPEL WILL HAVE TWO ENTRY POINTS, ON THE OUTSIDE FROM THE BACKSIDE ENCLOSURE, FOR GENERAL PUBLIC AND ANOTHER ENTRY POINT INSIDE OF THE BACKSIDE FOR FOLKS ON THE BACKSIDE.    PLANS ARE BEING MADE FOR THE OLD CHAPEL TO INCLUDE A REC CENTER FOR HORSEMEN AND THEIR STAFF ON THE BACKSIDE.

 

FINALLY, THE NMHA WILL HOLD ITS MARCH BOARD MEETING AT ALBUQUERQUE ON MARCH 21, 2018.  THE MEETING WILL BE HELD AT THE NMHA MAIN OFFICE LOCATED AT 217 PALOMAS, NE, JUST EACH OF THE MAIN ENTRANCE TO THE NM STATE FAIRGROUNDS.  MEETING WILL START AT 9:00 am AND ALL HORSEMEN ARE INVITED TO ATTEND.  THE NMHA MEETING WILL BE FOLLOWED BY A MEDICATION/RULES COMMITTEE AT THE NMRC OFFICES LOCATED AT 4900 ALAMEDA, NE, ALBUQUERQUE,NM. THIS MEETING WILL BEGIN AT 1:30 PM. 


THE NM RACING COMMISSION WILL HOLD ITS MARCH MEETING ON MARCH 22, 2018. THE MEETING WHICH IS OPEN TO THE PUBLIC WILL START AT 8:30. ALL HORSEMEN ARE ENCOURAGED TO ATTEND.   FOLLOWING THE MEETING
